UK Government – Systems Engineering Managed Service

Challenge

High-quality systems engineering gives government programmes the structure to align stakeholders, requirements, and interfaces across legacy tech, security constraints, and multi-supplier delivery—so the right thing gets built, built right, and integrates safely. It cuts risk and whole-life cost by surfacing assumptions early, proving interoperability and safety, and providing traceable evidence for assurance, compliance, and accountable use of public funds. For a UK government client, departmental systems were growing more complex while budgets were flat or declining. Demand for Systems Engineering (SE) was up, in-house skills were down, and reliance on outsourced contractors had become unsustainable.

Solution

CACI stood up an SE Managed Service that deploys targeted SE effort to the toughest problems and grows the Authority’s internal capability to meet demand. We provided a deployed surge of SE support to initiate and bolster capacity where needed, delivering typical taskings such as: 

• Business Architecture to shape a departmental investment portfolio, aligning spend to strategy and vision. 
• Systems-of-Systems interoperability modelling of cryptographic devices, enabling two major UK military operations (2024/25). 
• Lifecycle MBSE using MODAF, TOGAF, ArchiMate and other frameworks—bringing consistency across ~50 engineering products, from SEMP production through to disposal, underpinned by stakeholder-focused requirements management. 
• To grow in-house capability, we ran two SE Academy sessions per year, training 8–12 engineers each time, established an SE knowledge-sharing community, and provided expert consultancy to embed best practice and tackle complex challenges. 

Outcomes

• +10% SE capacity year-on-year, with measurable improvements in rigour, consistency, and flexibility of delivery
