They established a disciplined SAFe delivery and O&M model with integration guidance, testing, containerised deployments, security patching, and onboarding support, reducing integration risk and accelerating reliable mission coordination.

Challenge

Robust CEMA systems are at the core of delivering a mission, sensing, deciding and effecting to increase lethality and survivability. Disparate and disconnected CEMA hardware and tool suites created integration gaps and communication breaks during complex missions, driving cost, risk, and reduced operational effectiveness. The customer needed a coherent, standards-aligned way to connect assets and coordinate CEMA tasks at pace and scale.

Solution

  • Delivered Development and Operational Maintenance for AOCO Common Services, software-defined protocols and tools that let EMS nodes join relevant networks irrespective of CONOPS or service alignment 
  • Built software-derived services aligned to the Joint Interface Control Document (JICD) to plan and coordinate CEMA missions and tasks 
  • Deployed a 15-strong UK/US team (developers, engineers, delivery specialists) from CACI’s global CEMA & ISR operations 
  • Engineered and maintained three core services: Registration, Capabilities, and Status (RCS) – under SAFe 
  • Produced detailed integration guidance to accelerate onboarding of new nodes and services 
  • Sustained the platform with software development, third-party onboarding support, diagnosis & resolution of performance issues, regression/integration testing, containerisation & deployment updates, and security patches/software refreshes
